CLEVELAND: Using a Nonprofit to Guide Citywide Work

An important player in implementing the Cleveland Plan is the Cleveland Transformation Alliance, a nonprofit tasked with supporting the Plan and engaging the community.

The Alliance and the Cleveland Metropolitan School District co-developed a school performance framework, which both used until recently to assess school performance. A third-party organization such as the Alliance that supports oversight of citywide improvement efforts helps to maintain neutrality and transparency. The district and many charter schools are working hard to improve, and the Alliance provides valuable support by offering a sector-neutral space for the necessary continued conversations.

It can be challenging for a city to consolidate school information, though it is a critical step for making school choice equitable and accessible. Education leaders tasked the Alliance with producing a school information guide to provide clear apples-to-apples comparisons of all schools. The Alliance also provides high-touch support: It organizes dozens of school information events throughout the summer in partnership with other community organizations, and its full-time outreach staff members help parents one-on-one.
